I cannot agree with the principles of Section 20 of this Ordinance. It is one thing to provide penalties for contractors who omit to see that reasonable precautions are taken, and another to provide that they should be criminally liable for an act of commission on the part of their workmen; and it would appear that this Ordinance goes further than the words in Section 3 of the principal Ordinance.

I would add, however, that there is no objection to your legislating on the lines of the English Acts, dealing with precautions to be taken in connection with building operations, referred to in the enclosed letter from the LGB.
